JAKARTA, Jan 29 (ANTARA News) — The Indonesia Corruption Watch (ICW) said President Susilo Bambang Yudhoyono`s government should design a corruption eradication strategy that was more focused and serving better defined goals.
“In the strategy to eradicate corruption in the country, the government should take not only preventive but also repressive and progressive measures , and make them the central issue and part of political, economic, legal, and bureaucratic recovery in general,” ICW researcher Febri Diansyah said at a discussion to evaluate the government`s first 100 days program on corruption eradication here on Thursday.
On the occasion, ICW also recommended that President Yudhoyono muster the courage to dismiss the National Police chief, the Attorney General, and their immediate assistants and replace them with more capable people.
“The government should also dare to carry out reforms without compromising its corruption eradication strategy,” Febri Diansyah said, adding that extraordinary approaches in corruption eradication efforts in Indonesia were a must.
In addition, he said, the government should fully support the existence of the Corruption Eradication Commission (KPK).
“The support for KPK can be realized by revoking the Draft Government Regulation (RPP) on wiretapping, or preventing the recurrence of practices to criminalize KPK leaders,” the ICW activist said.
Meanwhile, Paramadina University Rector Anies Baswedan said the government should make a breakthrough in money politics prevention during general elections.
He said the government could make a breakthrough in its effort to prevent money politics from happening by way of limiting general election campaign funds.
According to Baswedan, the limitation of campaign funds could be made if it had a legal umbrella, namely a government regulation in lieu of law (Perpu).
“The breakthrough in Perpu is possible but it can also be made through a KPU regulation,” Baswedan said, adding that a total of 244 regional elections would be conducted nationwide, and limitated campaign funds was expected to block money politics.
ICW researcher Abdullah Dahlan said money politics in regional elections would possibly happen during the candidates nomination by political parties.
According to him, the way of money politics in regional elections would relatively be the same as that happened in 2009 election in which there was direct money distribution to the voters during the campaigns or the distribution of basic commodities to the voters.
“Such practices will be made to mobilize multitude of people to attend grand meetings organized by each candidate,” Abdullah said.
He said the findings in the money politics could not be followed up to the law enforcement process because of the absence of a concrete limitation about it.
In relation with campaign funds, Abdullah was of the opinion that the existing regulation was not tight enough so it could pave the way for a manipulation, because a weak regulation could make it possible for the flow of funds into the campaigners bank account from banned sources.
Therefore, Abdullah added that election organizers should make tight regulation in relation with campaign funds, in addition to tightening the flow of campaign funds. — NNN-ANTARA![]()
