FRENCH FM, US CLINTON DISCUSS IRAN, SYRIA, AFGHAN ISSUES

PARIS, Jan 30 (NNN-KUNA) — French Foreign Minister Bernard Kouchner met here Friday evening with US Secretary of State Hillary Clinton to discuss a host of international issues, including Iran, Syria, the Middle East peace process and Haiti, among others.

In comments to the press at a joint conference, after the meeting, Kouchner followed in the tracks of Clinton earlier in the day in taking a firmer tone with Iran and using freely the rhetoric of sanctions.

Clinton, speaking at the military academy, had warned Iran earlier that the international community was “moving from the engagement path to the path of pressure and sanctions.”

Kouchner said that the United States and France had “an extremely precise agreement on what conduct to have after all the efforts we have made to dialogue with the Iranians and the work on the sanctions.”

He expressed evident frustration that is also being reflected by many members of the P5 1 group which is seeking to convince Iran to halt its uranium enrichment program.
“I think within the 5 1 we have done everything possible,” the French Foreign Minister said.

He said that all the group members have “a common position” and “are working on sanctions both in New York and here in Europe that we will present to the Security Council.”

While there have been reports of divergences over sanctions among some Security Council veto-carrying members like Russia and China, Kouchner said that things had moved on.

“We are extremely satisfied with the position of our Russian friends and we are working with our Chinese friends so that this can be achieved,” he said of a new resolution.

Russia has toughened its position on Iran and has criticized Irans refusal to dialogue with the six major nations. Last week Russian Foreign Minister Sergei Lavrov expressed “regret” at the Iranian position and failure to negotiate.

“We have already had three resolutions from the Security Council containing sanctions and we are not despairing about having a fourth,” Kouchner said, although he did not give a timetable for a new text.

The two officials also discussed the Middle East and share “hope for the perspective of a resumption of dialogue” between Israelis and Palestinians.

Clinton said that there was an engagement for two states which would “give Israel the security it deserves as a democracy” and give the Palestinians “the State they deserve and which offers the possibility of peace and prosperity.”

She acknowledged the “difficulties” in the peace process but pointed out that this was a path approved and agreed by both the Israelis and the Palestinians.

Clinton said that the approach now is “not only to redouble our efforts but try to make everyone understand that this is the answer.” She said this must be the path that is to be pursued and the US and France had broad and profound discussions on this.

“We are very close to our American friends (on this),” Kouchner said.

He also indicated that Clinton and he had taken a “particular moment” to discuss Frances relations with Syria, which have been rapidly improving over the past 18 months.

Syria is still broadly isolated by the United States, which has put the country under virtual embargo through the Congressional Syria Act. But France has been seeking to broaden political and economic ties and may also want the US to reconsider certain policies that prevent French industry from working with Syria, notably if materials contain US components.

The two officials also discussed Afghanistan and Clinton expressed admiration and appreciation for Frances support and its military and civilian efforts in that country.

These “commitments are of great value,” Clinton said, citing the military engagement, police and other training, and the construction of a hospital in the country.

“France is totally involved and we appreciate these commitments,” the US official said.

Asked if France needed to increase its force in Afghanistan, where 3,700 troops are serving in and around the country, Kouchner said that there were enough resources to do the job and “we do not have to increase our combat troops.” — NNN-KUNA
