THE Royal Brunei Technical Services (RBTS) Sdn Bhd has been commissioned to design, build and operate a training simulation centre (TSC) for the Royal Brunei Armed Forces.
The TSC Training Facility, equipped with weapons training simulators will provide RBAF with a virtual environment where training in handling of small arms and mortar systems can be carried out safely.
The key objectives for establishing the TSC training facility, according to the Ministry of Defence (MinDef), is to produce a high degree of military professionalism in individual marksmanship skills as well as improve team and squad level tactical training while minimising waste through cost-effectiveness especially in time and ammunition.
The TSC will not entirely replace traditional live firing training exercises, stated the report from MinDef, but will complement basic training for recruits and facilitate interactive team training for soldiers which is difficult to achieve in a live fire environment.
The contract, developed under the Ministry’s Public-Private Partnership (PPP) initiative with RBTS, was signed yesterday in an official ceremony held at the Officer’s Mess in Bolkiah Garrison.
The contract which has RBTS designing, building and operating the facility, will also see to it that RBTS transfers the assets back to MinDef at the end of the contract period.
Scheduled to be completed by November this year, the TSC building will be situated at the Training Institute in Penanjong Garrison, Tutong and is to be constructed by United Engineers (B) Sdn Bhd. Meggit Training Systems Inc, USA will provide the simulator systems.
The implementation of the PPP initiative represents an important step towards achieving the objectives outlined in the Defence White Paper Update 2007.The Brunei Times
