THE success of Quality Control Circle (QCC) projects depends on the support and involvement of department leaders at ministries, as well as the “willingness” of facilitators to step up and nurture apprentices by providing guidelines, the permanent secretary of the Ministry of Health (MoH) said yesterday.

Speaking during the ministry’s QCC convention held at the Civil Service Institute, Dato Paduka Hj Abd Salam Abd Momin said, “Department leaders should be supportive by giving their time, and encourage officers and staff to form as many QCC groups as they can.”

He added, one of the main factors for group effectiveness was the “willingness” of the facilitator to help with the group’s QCC project.

“Officers and staff at the ministry who have experience with QCC should step forward and be ready to guide and be involved as a facilitator,” he said.

Dato Paduka Hj Abd Salam said that between the years 1999 and 2009, the ministry has produced 16 QCC groups who have qualified to compete in the competition’s national level, where they had obtained gold, silver and bronze awards.

However, last year was a difficult one for the ministry’s staff due to the outbreak of the Influenza A (H1N1) pandemic thus they were not able to focus enough on the QCC projects.

Dato Paduka Hj Abd Salam said QCC methods should be used to solve issues faced by the ministry. In this regard, the permanent secretary encouraged staff at the ministry to work collectively in order to improve efficiency at the workplace.

He also noted how QCC will impact every individual in their groups to show their abilities, enhance their self-confidence and working relationship with other staff. The Brunei Times
